The Hobby Miner gold pan is designed to spread out the material as the material is panned out over a thin layer of silicone that will hold onto the gold.
Using the thin layer of silicone in place of a traditional riffle allows the bigger rocks and the lighter material to be easily panned out while holding onto the gold.
